Formal Advisory Opinions
Ethics Opinions: Chapter 138A, section 138A-13

Advisory opinions are one of the cornerstones of ethics regulation in North Carolina. They allow requesters to receive prospective advice about real life situations they face in their public service, and formal opinions provide the requester with limited immunity if they follow the advice given. Please see section 138A-13 for more information about the requesting and issuance of formal advisory opinions.

The Ethics Commission will publish its advisory opinions within 30 days of issuance. They will be edited as necessary to protect the requester's identity. This section contains advisory opinions primarily dealing with Chapter 138A, the State Government Ethics Act.

Please note: because the Commission's recommended advisory opinions to legislators are published at another location on this web site once they have been accepted, modified, or replaced by the Legislative Ethics Committee (Legislative Ethics Committee Opinions ) there will be gaps in the numbering of the Commission's "ethics" advisory opinions. For example, the first published advisory opinion here is AO-E-07-0005.
