Ms. Phipps has nearly sixteen years of State government experience in cabinet and council of state agencies, beginning in Governor Hunt’s Office of Citizen Affairs in 1993. She next served as Chief of Staff in the Department of Crime Control & Public Safety for four years while she attended law school at night. She graduated from the evening program at North Carolina Central University School of Law in May 1999. Following her graduation, she spent five years in the Attorney General’s office, working first in the Crime Control Section then in Tort Claims. Ms. Phipps served as Chief of Staff & General Counsel to State Treasurer Richard Moore from 2004-2008.
